IFE Republic of Ireland Annual Conference and AGM 2015.

Click here for more news and details on this event -----

The 2015 IFE Republic of Ireland Annual Conference titled "Delivering Fire safety in Ireland Today" will take place on Wednesday the 21st October 2015 at the Carlton Dublin Airport Hotel, Dublin. ( Same venue as 2014).

The Annual IFE Fire Safety Conference 2015 will study the delivery of fire safety in Ireland. Fire safety legacy issues and potential future developments are being reviewed now that the Building Control (Amendment) Regulations 2014 are well established. There will be the opportunity to learn from real life experiences, including relevant case histories, presented by Irish & International speakers representing the fire service, private practice and current academic research. In an era where modern construction methods and the use of timber frame construction are common place, the requirement for sustainable fire engineering design and construction needs to be balanced against fire safety requirements. The Conference will interest a wide cross section of the fire safety and fire emergency community including the Fire services, Architects, Engineers, facility managers and premises owners.

It will assist Building Contractors who are now responsible for certifying, in partnership with Assigned Certifiers that completed construction meets with Building Regulations. Building owners, who have the ultimate legislative responsibility to appoint competent persons to design, construct and manage their buildings, will be provided with information on the many facets of managing fire safety and the assessment of competency. In 2014 the IFE Conference "Future Perspectives on Fire Safety" attracted a large attendance of delegates from a cross section of the fire safety and fire emergency community.

Our IFE Conference 2015 "Delivering Fire Safety in Ireland Today" focuses on the competence and professionalism now required, taking a 'cradle to grave' view of fire safety and health and safety management from design, through the construction phase and on to effective maintenance for the life of a building.

A Limited number of table top displays are available to companies who wish to support this event and benefit from a great networking opportunity.

This event took place at the Carlton Airport Hotel, Old Dublin Road, Collinstown, Dublin Airport, on the 27th May 2014 at 18.30.

The Technical session aim was to inform the industry stakeholders of the updates in the Emergency Lighting and Fire Alarm Standards which are now in place.

I.S.3218:2013 Fire Detection and Alarm Systems: While not as extensive to the changes that were made to the Standard in 2009, the 2013 Revision contain clarifications throughout and additional detail to the Design and User/Service sections in particular.

I.S.3217:2013 Emergency Lighting: The 2013 revision of this Standard contains significant changes to the previous revision in all sections. The changes are many and often fundamental. There has been a very serious effort made to resolve the conflicts with associated I.S.EN Emergency Lighting publications and this has resulted in a good working document.

Branch Presidents New Year Address 2014

Last year marked the 40th Anniversary of our Republic of Ireland Branch of the Institution of Fire Engineers. It has been an eventful and successful year, culminating with our Annual Fire Safety Forum and a special Presidential function to honour those who worked tirelessly over that time to ensure its success. These events took place on Wednesday the 23rd of October 2013 at the Carlton Airport Hotel, Dublin.

Once again the work of the Branch was recognised and assisted by the IFE parent body as we welcomed Mr Neil Gibbins, IFE International President designate 2013/14 to our AGM and Annual Fire Safety Forum which this year was on the theme of "Management of Fire Safety for the future". Mr Neil Gibbins delivered an excellent and well received paper on the "Lessons learned from the Penhallow Hotel, Newquay, fire incident".

A review of the current developments in Building Control regulations and the requirement to certify both the building design and the completed building was also a key element of the Forum. The event was extremely successful with a larger than expected attendance from the fire service and other public bodies as well as the private sector. It was a credit to all involved in organising it. Education was once again a key activity of the Branch over the last 12 months.

The Branch continues to work closely with Dublin Institute of Technology in Bolton Street and with industry leaders on the development of our Fire Engineering Degree to Level 8. The current course is now well established and our ultimate goal is for our finalised course to be included in the CAO listings for school leavers. I would like to express my appreciation, and I'm sure that of the students, to the lecturers and tutors working on all of our courses and exam classes, who worked hard on course development and presentation to assist the students to achieve a high level of success in their 2013 examinations.

The Branch Council are also actively pursuing recognition for all IFE qualifications in our national framework of qualifications, (NFQ), through the new regulatory body, QQI.

Stephen Barriscale BBS(Hons) Emergency Services, GIFireE.

CPD Technical Session 11th December 2013

The Eastern Area Group presented a technical session titled " The risks associated with self certification in the construction sector and the benefits of 3rd Party certification".
The Paper was presented by Mr.Eoin Leonard MBA RCDD.

This event took place at the Carlton Airport Hotel, Old Dublin Road, Collinstown, Dublin Airport, on the 11th of December 2013 at 7.30pm.

"The recent event held by the IFE entitled "The Risks Associated with Self-Certification in the Construction Industry" was very well received by the 40 plus attendees. Members of a wide number of institutions including Architects, Engineers, Building Surveyors and Department officials were present along with the Fire Engineers and other Industry Stakeholders. Eoin Leonard of i3PT Certification Association delivered the presentation, which focused on the psychological drivers which cause self-certification to be inherently flawed. Parallels were drawn between failure in the Financial Sector and the Construction sector where self-certification prevailed to create a culture where ends were used to justify means. Eoin described how the Construction Industry should use the incoming BCAR to combat these risks through Independent Third Party Ancillary Certification of critical Life Safety Systems, and how the IFE and Fire Engineers would have a key role in this regard.

There was a lively and diverse debate after the lecture, where the lecture content was widely accepted. It was mentioned from the floor that although BCAR was not a panacea for all compliance issues, it is certainly a starting point for improving Construction Standards particularly for the Critical Building Systems. There have been a number of requests from those who couldn't make this event due to other commitments to see if this lecture might be run again in the future. Please feel free to register your interest in attending a future lecture via eag@ife.ie and dependent on demand this would certainly be considered Have a nice Christmas and we look forward to seeing you all in the new year for more Fire Engineering events."
